New Windows compile environment using minGW

We need a new compilation environment for Windows, and a clean compile of the UltraScan programs to post for Windows users. Ideally, this would be a Windows 7 environment, be set up to use the command line, and be as similar to compiling under Linux as possible. Also, update the wiki documentation so that others can duplicate the procedure on their own machines.

I created a Windows 7 VM on biochem-vm, called windows7-minGW-us3. It has the minGW/MSys compilation environment set up on it, which has many advantages. First of all, it compiles 100% native Windows binaries that don't rely on third-party environments like Cygwin. Also, minGW uses GNU-C++ and the generated code is 100% open-source. The installed Qt environment is a special version optimized for minGW.

The one drawback is that while the MSys command-line program is set up for compiling programs, it cannot do much else. It is essentially a bash shell without a lot of the external utilities. Shell scripts that observe these limitations do work however, including our So compiling UltraScan in this environment is very much like the Linux procedure, except that it is a two-window operation---Cygwin for file management and editing, MSys to compile.

US_Rotor and US_Rotor_Calibration were found to have profile files that specifically included the debug libraries. Fixed.

Some svn:ignore changes to ignore intermediate files produced by the minGW environment.
